University Research Council Bylaws
Article V:
The University Research Council
Section 1: Purpose and Authority
The University Research Council’s purpose is to:
a) Advocate for research/scholarly activity of faculty and graduate students,
advocate for public service/outreach activities in which faculty and graduate students participate on regional, state, national and/or international levels.
b) Encourage the acquisition of external funds for the support of graduate education.
- Review and recommend for funding internal grants derived from the pool of Facilities and Administrative Costs (Indirect dollars).
- Consider and make recommendations on policy issues involved with the conduct of research using animals or human subjects, as well as the appropriate ethical conduct of scholarly activity.
Section 2: Membership, Voting Privileges, and the Chair
The University Research Council consists of the following voting members elected through the University Senate election procedures:
a) College of Arts & Sciences (3 representatives).
b) Reich College of Education (2 representatives).
c) Walker College of Business (2 representatives).
d) College of Fine & Applied Arts (2 representatives).
- Hayes School of Music (1 representative).
- University Library (1 representative).
and:
one Graduate Student Association Senate representative (President thereof) who serves a one-year term.
The Chair of the University Research Council shall be the Dean of Research and Graduate Studies. Should the Dean so desire, the Assistant/Associate Dean for Research may be appointed by the Dean to serve as Chair. The Dean or Assistant/Associate Dean shall vote only in the case of tie votes.
Section 3: Terms of Membership and Eligibility
The terms of office for all elected University Research Council members will be three years, with membership terms for members from a given college being staggered. Thus, no more than one member from each college shall rotate off the Council each year. All tenured or tenure-track members of the faculty of Appalachian State University are eligible to stand for election.
Section 4: Meetings
The University Research Council shall meet as needed. An agenda shall be prepared and circulated no less than seven days prior to a meeting. Minutes shall be kept and archived for all meetings.
Section 5: Responsibilities of the University Research Council
The University Research Council:
- Develops and recommends to the Graduate Council policy related to research and scholarly activity, including such issues as the use of human subjects in research, care and protection of research animals, and scholarly ethics.
- Serves as the reviewing and selection board for recipients of University Research Council grants.
- Works to create an environment (e.g. reduced teaching load, recognition of work done, etc.) in which the faculty may be encouraged to do research/scholarly activity.
- Supports faculty publications and other creative and scholarly endeavors.
The University Research Council is advisory to the Dean of the Graduate School and appropriate recommendations from the University Research Council may go to the Graduate Council for additional action or to the Provost. The University Research Council may be asked to review policy recommendations from the Institutional Review Board (IRB) or from the Institutional Animal Care and Use Committee (IACUC) as well.
Section 6: Rules of Order
All meetings of the University Research Council will be conducted in accordance with Roberts Rules of Order, Newly Revised. The University Research Council may vote to make changes in the rules of order for the purposes of conducting its specific business, providing those changes are not contrary to North Carolina law.
Section 7. Amendments
Amendments to these bylaws must be distributed to all voting members of the Research Council at least seven days prior to its next scheduled meeting. Approval of amendments must be by two-thirds of the voting membership of the University Research Council.
